Because if you ask whichever party is in power, everything is roses and cherry blossoms, and things are only going to get better. And because if you ask the party not in power, everything that may or may not be roses and cherry blossoms is evil and needs to be destroyed.

The stuff with little appeal for both parties i.e. homelessness, backburnered.

Homelessness is just a symptom of capitalism. When it comes to a zero sum positional good like housing, there will be winners and losers. So the only true solution to a problem like homelessness is socialism. In capitalism, it will always exist

Put the brakes on Obama's refugee program and redirect the funds to help homeless americans and veterans first.

but that's a common sense approach. therefore it wont happen.

I might be a cynic, but something tells me that the proliferation of homeless "camps" we've seen pop up in the last 6-12 months may be related to HR 56, the statewide homelessness bill. With homelessness being much more visible of late, people are probably more willing to accept tax dollars being spent to combat the issue. the timing is just too coincidental. outside of a few very specific areas, these homeless camps did not exist a year ago. and many are in plain view of the public. regardless of the bill, allowing these camps to remain certainly enables this behavior and only allows it expand. now that it's gotten as bad as it has it will certainly be much harder to clean up that if this was addressed quickly.

I disclose that I am not from Los Angeles or California, but this issue troubles me. Most of the solutions proposed would have been just normal operating procedure just 20 years ago as common sense responses to public nuisances. I don't know what happened to that. What do these people have to do to get arrested? Assault or kill someone? How about removing all their clothing in public, would that get them arrested? I do think it's one of society's major disgraces that we allow mentally ill people to run loose. It's inhumane to them and a danger to others. But that common sense is out the window.

But Supreme Court Justice Kennedy said, in the "gay marriage" decision:

"The Constitution promises liberty to all within its reach, a liberty that includes certain specific rights that allow persons, within a lawful realm, to define and express their identity."

So if the Supreme Court affirms the right of people to "express their identity", there really is no basis for taking action against the "homeless". I don't doubt that a litigation with the current and future Supreme Court would take that position with regard to the "homeless".

Don't expect any improvement folks, the government is against you.

Do some research, there are plenty of resources available that illustrate that a large majority of homeless people last resided in the same city they are currently homeless in.

Thanks, but with neither a D nor an R at the end of my name I'm pretty sure I'd be completely shut out!

Homeless advocacy groups are the ones impeding progress. They file suit over any sort of law that would restrict the homeless, and the judge ends up deciding in their favor.
