I bought a house on 5/15/13 and paid to escrow the prorated trash service charge of $21.07 for the period of 5/15 to 7/1. Now I received an invoice from Republic Services not only for next quarter (7/1 to 9/30) but also for the period of 5/15 to 7/1.

My escrow officer explained how this works: they get demands on balances from the county, HOAs, and trash/sewer company for taxes, HOA dues, and trash/sewer charges, then collect the prorated amounts from the buyer, and escrow the amounts to the seller. The county, HOA, and strash/sewer company do not give credits back to the seller, if there is any.

I talked to two ladies of Republic Services customer service and they said because the amount paid through 6/30 was made by the previous owner, not me, so the previous owner get credit. I have to pay for the 5/15 to 6/30. However, they did not want to answer my specific question that if they sent a check to the previous owner.

It's only $21, so I don't want to spent hrs to fight for this, but really want to know what's really going on here: did the previous owner get credited twice or the Republic Services just double charged the customer?

Does not compute as far as i know Republic Services never gave anyone back a dime. Escrow always prorates what has been paid.

Be a clever though kind of pointless ploy by the seller. I will ask a couple of escrow ladies.

I would pony up the $21.00 - you just spend $150,000 or more on a house...

I have paid the $21 already to the RS. I am just curious about what's really going on and hope the county and HOAs are not going to do the same on property tax, HOA dues, SIDs, etc.

If you've ever been overcharged for whatever amount, it will be refunded back to you. At least that is my experience when I closed on my home. You may not get it right away but you will, I've received a couple of checks due to overpayment during closing. Our association pays for Republic Services so I have not had any problems with them.
