okay, I guess if the contract shows "manufacturer cash or rebate" then it won't be discounted from the price for sales tax purposes.

Just to close this out for those in NV planning to buy out of state.

1) You will not have to pay sales tax twice. . You either pay sales tax at place of purchase or in NV. See #2.

2) The procedure varies slightly depending on which state you buy from
UTAH - You can drive the vehicle from the dealer lot to NV. UT Dealers may or may not collect NV sales tax.
If collected, they will remit directly or have you remit it to NV DMV when you register the vehicle.

CALIFORNIA - If you drive the vehicle off the dealer lot, you will have to pay CA sales tax.
Dealer will also issue you a one-way drive permit allowing the vehicle to be driven out of CA to NV directly.
The permit costs about $50 as of Sep 2018. Some dealers may charge more or less.
If you truck the vehicle out of CA, no CA sales tax or permit is required.

3) In all cases, you go to the NV DMV with the sales receipt and insurance proof to register the vehicle.
Get a VIN inspection done at the DMV.
NV DMV will calculate the sales tax based on your registration address and look at the sales tax you already paid in the sales receipt (if any).
If the NV tax is lower, you do NOT get a refund. If higher, they will collect the difference.
Pay the registration charges plus any sales tax owed and they will hand you your NV plates.

NV does NOT tax on MSRP (I was wrong earlier), only the net price except "rebates".
By rebates, I am assuming those are things like Military rebate ($500 generally) or new grad rebate (again $500 generally).
I didn't have any of those, so I am not 100% sure.

Also, I didn't research the procedure of buying in AZ and getting it to NV. Should be similar.

If a NV resident travels to CA & buys a used car from a private party in CA, drives straight home & immediately registers the car in NV, it seems clear no NV SALES tax would apply, just as richzx14 states above. Because the car was technically not sold in NV.

However I find it very hard to believe the Nevada DMV would not charge the buyer USE tax in NV (= exact same amt as the Sales Tax), when they go to register the car in NV, surrender the CA title and plates and apply for a new NV title...???!

Does someone know the answer to this...is USE tax owed in NV on used car purchases made in another state from PRIVATE PARTY sellers there?

I previously called the DMV and asked if the no sales tax on private party sales policy also applied to vehicles purchased out of state and the DMV agent said yes and didn't mention anything about a use tax on private party sales. Suggest calling NV DMV and hearing first hand.

No sales tax on both in state and out of state purchases.

In addition to my speaking with the DMV on out of state purchases to confirm no sales tax on private party sales.

A friend from the gym within the last two weeks flew to Portland, OR and bought a car private party and had it shipped here. Besides talking to him about the car, he confirmed he didn't pay sales tax here when he registered it at the Henderson DMV.
