He's using it in a context that a "foreigner" (illegal or legal doesn't really matter much to "malamute") concealing income to get "financial aid" at a university or college (of course, without saying how they qualify for such aid). This is not the same as qualifying for in-state tuition (the actual topic title, despite the deflections). Even the answers I received on my reply are convoluted, it seems to be a challenge around here to stay on topic.

My step daughter who would enter the country legally would have to spend close to 30 grand a year more than someone paying instate tuition. I would say allowing an illegal to pay the instate rate is financial aid.
Of course it's financial aid. Legal foreign students and even Americans from another state must pay a higher rate but illegals get the in-state rate --- that's about as unfair as it gets. Why should someone attending college in California or Colorado who is from Ohio be ripped off for a higher tuition rate, but someone from another country who is here illegally gets the big discount?
I've had it with the entitlement mentality of illegal immigrants, when so many other immigrants from other parts of the world file their paperwork and do it the right way. Asian immigrants come to this country and make contributions; Hispanic immigrants come to this country and their children join gangs and ruin neighborhoods and communities and force children out into new school districts.

If they were a few thousand illegal aliens AND they stayed quiet; few people would care about a limited amnesty for the ones who tried to avoid breaking US laws; several MILLION is a different ball game.
Great strategy. An educated population is a better population.
Maybe you should try and understand what this topic is about. It's about illegal aliens getting in-state tuition while citizens and legal immigrants are being denied that. Aren't they also entitled to an education? By the way, these illegal aliens can get an education in their own country.

As a Texas taxpayer, I think it is completely unacceptable that illegals are charged in-state tuition. I've contacted my representatives regularly about this and will continue to do so.
