Try Pappadeaux's, Pappas Seafood, BB's Cafe, or Razoos's.

Um we are talking about fried shrimp and not filet mignon. Kelleys is good at what they do. Trust me. I am a picky eater.

Local chains usually become chains because they're doing something well. It's snobby and foolish to judge any restaurant based on it's "chain" status instead of its own merits.

On a related note (because it's about shrimp and San Leon)........for anyone who loves shrimp, I highly recommend the Royal Red peel and eat shrimp at Top Water grill in San Leon. They are the best shrimp I've ever had. Extremely large, but very tender and succulent. Have a taste and texture similar to lobster. They're on the appetizer menu (and if it's not actually listed, all you have to do is ask). Not cheap, though.
