Armando's at Westheimer and Kirby parks the high end cards outside the front door. It is high end Mexican. Busy bar scene. The atmosphere may be a bit noisy although they have a private room in the back.

Definately in the evenings. Very lively bar too.

Capital Grill: love the place, but to me the bar area is alway quiet. More the 50+ year old, or older client entertaining restaurant.

Eddie Vs: The one here doesn't park anything up front. The valet's take them to another lot. Once or twice they've left a nice Aston up front, but not a string of ponies.

Benjis on Washington has valet, they have a lounge upstairs that is very "lively" the food is good, I don't know if its considered "5 star". Vic & Anthony's downtown is also a good bet.

For expensive/romantic check Mockingbird Bistro. Not sure about parking valet cars up front.
Don't to Fogo De Chao! It's a nice place but certainly not romantic with all the people going around the salad bar.

If you like Japanese try Katsuya in Upper Kirby.

Totally agree, great atmosphere at the CC one, love the bar, but terrible food. Triniti is a good pick, I like Trulucks as well.
