Actually, the Grand Parkway, when completed, would be consider the "outer" outer loop. LOL.

Anyway, does anyone know if the Sam Houston Tollway will eventually be a "free" freeway once it pays for itself, or will it stay a tollway forever like the infamous Dallas North Tollway?

LOL! As for Sam Houston, I'm guessing it will stay a tollway.

I wouldn't count on the Sam ever being toll-free. While it is a cash cow for HCTRA, it also costs a lot to maintain and make improvements. The rest is used to subsidize construction on other HCTRA facilities like Hardy to downtown, NE Sam, etc.

Considering it was (at least partially) funded through private parties...I'm assuming it will remain a toll way.

The thing is that Cinco Ranch does not have any ties to Katy-town except for the mailing address. Most people work, shop, and play within Cinco Ranch/South Katy and Houston, so it would make sense to keep it within Houston's sphere of influence.

Proportionate to their previous stature was kingwood better off outside of Houston or inside. Their decision power over their own future was eliminated the minute Houston annexed them. That meant they were subject to initiatives and monetary woes of city hall and fell in line with the priorities set there all while having their taxes siphoned off to fund things in other parts of Houston. Theres something to be said for kingwood funding the Houston utilities it used (roads, lake Houston) but annexation caused them to lose alot more. TW realized this and stopped annexation possibility in itstracks as soon as it realized it's tax base started to look mighty appealing. They agreed to fund their utilities that Houston provides in return for being able to decide their own fate internally. I think alot more communities are going to look that way. While houstons EJT extends well past the county lines, those extra county areas are where I expect annexation to be fought and one. The argument against annexation in Harris county is much weaker and unlikely to sway many votes. Houston will be limited in the future.

No not from Downtown. The water bills went up and didnt come back down so that wasnt solved. Some people prefer to not be in Houston has nothing to do wth short or long term thinking as you assumed
