Should homeowner's associations be allowed to ban solar panels/clotheslines? (Al Gore, death)

HOA's and Condo boards generally restrict clothesline because they are a sign of poverty because they say the owner is not rich enough to pay for a cloths dryer. Ours restricts solar panels because the association is responsible for the roof and siding. They tried to restrict satellite TV antennas but were overruled by Federal Law. They also like things to look almost military neat.
ok, so not to the roof, what about a solar farm? if everyone who wanted to add solar panels, pitched in and paid for a small solar farm, then the cost could be divided, it could be hidden from passers by with a white privacy fence, and voila

It is Un-Australian not to have a clothes line.
I can't believe that there are people in the US who are not free to hang their clothes out to dry.
