Don't know your budget, but if you like the Gulf Coast, I would recommend either St. Pete or Sarasota. (We live in Sarasota, and you are right in the average demographic) Don't know that much about the east coast, but Kyle does, and made some good recommendations.

Sounds like Jupitor is the winner.

When I hear Jupitor, I think old folks, removed from So. Florida ... But Tiger Woods and Micheal Jordan live there. That says a lot, and they are both single.

I grew up in Jupiter...I know the town very well. Maybe I'm assuming too much, but I'd guess a single 40 year old woman would be looking to meet single men in her age range.

Are there guys like that in Jupiter? Sure, but there are guys like that in Stuart too. Does that mean she should move there? No, because there are lots more in larger cities.

If you're looking to raise a family, or retire, Jupiter is a great place to live. But to be a single 40-something woman? Not so much.

You keep missing that the OP wants "safe and quiet" which big cities in Florida do not offer.

It really depends on what kind of single life she's looking for.
IMO the Ft Lauderdale area is very life in the fast lane.
I've been here 16 years and it's become exhausting.
Being single doesn't necessarily mean the Ft Lauderdale lifestyle.

Downtown or NE St. Pete is a great place for a single woman. Seems fairly safe in those areas, its easy to get around, and there's plenty to do in the area. If you need to be closer to the beach and quieter, then maybe Clearwater or Dunedin would be better. Otherwise, maybe Sarasota..

Jacksonville is a nice compromise to what you want. The housing prices are very good compared to the coastal cities, and you can live in Jax Beach, or be only a 15-20 minute drive to the beach.

I would look there if beach is your priority.

Tampa/Clearwater area for a single 40 y.o. would be my guess. More single working age professionals in and near the big cities like Tampa, Orlando, Jacksonville, and Miami. I would not pick Miami as I lived there, and you will feel out of place if you don't speak Spanish. It's also not very safe.

Sarasota is an older crowd more heavily weighted with females.

Jupiter or Palm Beach Gardens strike me as a lot of families, marrieds, and single women. I don't know where all the single men in Florida are, or I'd go there myself.
