I agree with everyone saying to be yourself. At the same time you do want to make sure that you're presenting yourself well, even if your style is casual and simple. Holey jeans and 4 inch roots might not be sending the best impression.
The message it would be sending me is lazy or is after a similar guy as herself, which isn't a guy like myself. I like a low maintenance woman myself, but you can be low maintenance and still put effort into taking care of yourself. I had gotten way out of shape over the years and decided to do something about it this year. I know plenty of low maintenance women that still won't let much, if any, of their grey hair poke through. I know plenty of low maintenance women who get their nails done bi-weekly or even weekly. Women who want to attract a higher class man know there's a higher cost of entry. No different than a man knowing there's a higher cost of entry for a higher class woman.
Most of life, you get back what you put in. If you're putting little effort into how you look, expect men to put in little effort pursuing you. By taking better care of your physical appearance, your internal desires should improve and how you attract the person you desire.
A lot of women look beautiful with no makeup. I am not one of those women and I know it.
There's a difference between being low-maintenance and looking like you just don't care about your appearance.
By the way, there is nothing shameful about trying to attract a mate. This has been going on since the cavemen days. It's what keeps the species going.
I have always been very pretty even without makeup, but being just shy of 40 has caused me to think more about my looks. Lazy will most likely win out though. I would have to get up an hour earlier than I do now to do my hair and makeup.
Although I ate out with a friend lasts week, the waitress guessed his age at 32 and she was sure that I was 28 max. So maybe I am my own worst critic.
I don't know what your definition of "dress nicely" is, OP. If wearing jeans that don't have holes in them is your definition, then yes, that's probably important. Otherwise, I'd say there are no rules. There are plenty of women out there who don't wear makeup who get married. I don't see what makeup has to do with it.

I am not over weight. But there is no way I could afford to get my nails done like that. I get my nails done when my mom or a friend treats me and I can tag along.

This is something I've never understood. Why would doing your hair and makeup take an hour? What is it you need to do to your hair that might take 1/2 hr. or so? The women who do the makeup tutorial vids seem like they're able to do their own makeup in 10-12 minutes, and not everyone has such an elaborate routine as they do.
But I also not coordinated and would have no idea what to do with a box of dye. My hair would look very unnatural. Gray is sort of in style so I think I am just going to go for the natural look.
If your hair is three different colors, that's not very natural. Boxed hair dye isn't that hard, you just follow the directions on the box and choose a shade that's close to your natural hair color. You can always get a friend to help you, or if there's a beauty school near you they're usually looking for guinea pigs to practice on for cheap.

Lately life has been about comfort for me. The 10 year old jeans are softer than the ones I bought last year. The only shoes I can wear are ugg boots, flip flops and an old pair of tennis shoes.
I probably could use a makeover. I will add a new wardrobe to the list of things I need, when I find extra money.
