it really depends on the culture of the perp. some guys from other countries definitely deduce a female as fair game when dressed a certain way. which we americans would not do here, we just don't have the same standards as some of our newer arrivals.

in general, imo mini skirts are a method of flirtation or display of your wares. it's really not a good idea to randomly flirt to onlookers via your clothing. you will inevitably attract a few or a lot of the wrong sort to yourself. I remember wearing those things in my teen years, and it was trouble. Bear in mind that people come from all different cultures and places with all different mores and standards of behavior and dress.
Not only that, but in any sort of public or business setting, you just can't hide your underwear when you sit down, with a mini skirt on. unless it's a very full loose flowy one, and few are. the sheath type will always show your panty triangle when sitting. Bad idea, very distracting.
So if you wanna flirt, draw attention silently without saying anything, a mini is like a low cut top- it says a lot without words. it says, come hither, or at least look hither. it signals the reptilian part of the brain (or maybe the other part?) to start thinking about sex and do it in your direction. BAD idea to do that with random onlookers.

so i decided after a couple decades, that to stay professional, to stay respectful, to stay reasonable, discreet, and nondistracting, to not call unwanted attention to myself from those few but troublesome uncultured uncontrolled aggressor guys- well, i started wearing long skirts. They are sooooooo safe and comfy feeling. No problems and no worries.
but if you are only dressing provocatively for that one guy that you are safe with, who will lend an air of protectiveness and "ownership" to you in front of those random other strangers- well, that's different. (the word is escort) ----guys are so territorial.
ps, if you're just trying to advertise yourself to find a mate, well, i never had any trouble with jeans on, minis were not necessary. But then there were those times at the beach in a bikini....
so setting does matter, do what's appropriate for the location and setting.

Right! I dont think anyone was saying the victim is at fault at all, and even if a woman walks around naked doesnt give anyone the right to rape or mistreat her. Were just considering how a rapisit may look at potential targets.

So you are ok for western women to lose their freedom to wear what they want? A new arrival can force you to wear burqa just to not be too alluring to them? A bit of pale meat on ankle and that is too much that horny men could control their sexual needs or as rape is more controlling than sexual need, to put you back into your place (sorry for stereotype example) or just western guy would be allowed to order what you wear? And women live in fear always, the lenght is longer and longer and nothing is not enough to cover.
It is not clothing question it is inside head question. It is all inside a rapists head what happends.
It is not ok to a man from any backround to define how women are viewed by their dressing. As I said earlier it is not nice toward others to flash too much. But some indigenous tribes are always naked and they have no problems. So clothing itself cannot be a factor and it is not acceptable to try to control women by their clothing. There is no "fair game" , that is men who created that crap to justify their crimes and remove their criminal act to women to carry.
Men in our own countries and new comers need to learn that there are no "signs" in clothing. And women need to stop setting other women under this type of controlling too.
Rape is a crime committed by a man (or sometimes a woman) and by a rapist only. No need to submiss under unfair rapist rules set by criminals.
