Not produced, exported and the number was 48.8 million tons. The only person coming up with this 43.9 number (conveniently just less than Russia's 44) is a Russian on a website that only talks about supposed Russian achievements. You're the one making things up but I know you'd rather believe a Russian propagandist over the US government statistics, so what's the use.
Yes, wheat is currently too cheap for western countries to produce and export. Argentina, Ukraine and Russia are the highest growing wheat producers in the world in the past few years. The reason is relative costs are lower rather than being an achievement of any policy those 3 countries adopted.
