Yes, that's right. But what's libel ? Satire,art and libel (пасквиль) are two different things.
I suspect you don't know what you are talking about.
"Libel" becomes "libel" only when defamation ( i.e. the action of damaging the good reputation of someone with NO real ground) can be proven. So it's a matter of law.
If someone is sarcastic towards your favorite leader, this doesn't make satire a "libel" (or "пасквиль,") since no one can legally prove that what's stated in the mentioned satire is NOT true. ( With other words, if you don't like something, that doesn't mean that it's a lie.)
Now this particular Visotsky's song you've posted was not satire, but HUMOR ( Visotsky overall was not satirical, he was humorous.) Although, I imagine some zealous Semites could identify his song as a "libel" as well)))

Ariete is saying they used to prefer Mexico City. I don't know how much is true, but some did go there into exile. London isn't so much exile as it is a safe place to run with cash and laws to protect you. What it isn't safe from is assassins apparently. Neither was Mexico City for Trotsky
