Both Moon programs are very early in their development with expressions of political agreement or intent. There's no major commitment of funding yet. Both agreements are non-binding. Building a base to extract minerals is going to prove much more daunting and time-consuming.
It would be more cost-effective to lift the sanctions on Afghanistan and North Korea. Move forward with economic exploitation of those regions.
