Is it? What's best varies amongst which group of people you talk too... obviously.
As an example, a smart fiscal conservatives like Congressman Ron Paul would posit what's best, would be a much more severe recession (depression even); the elimination of the Federal Reserve; eliminating most non-vital Federal programs, and pulling our troops out of the Middle East (TOTALLY); Lastly a total reinstatement of civil liberties, reversal of practically ever piece of legislation of the last 90 years that has gone against that ideology and a reinstatement of the Gold Standard... probably a low flat tax too, but that's just guessing.
Bush implemented what he felt best for the people too, and well... you can see where that got this nation...
Ultimately, what is best for the people is their will being reflected in the Executive Office.
