Because that's how journalism works when someone hasn't yet been convicted. It's a basic rule; "alleged" is used prior to conviction or acquittal.

I'm not sold on the "vast majority" of people being decent.

I'd be interested in seeing the context of this before deciding it's a reasonable metric of the decency of people as a whole.
