With respect to this child's family having two dogs of their own:

Some people can have a reaction around a certain breed and not another.

As another poster mentioned, most people aren't allergic to the "fur" or the "hair" - they're allergic to the proteins found in the saliva of the dog. A dog also has glands in it's skin that secret the same protein. When the dog moves around (even if crated) the allergens are released in to the air. When a dog grooms itself and the saliva dries on the dog's fur/hair, the same thing happens. Low shedding breeds are better for those who are allergenic to be around.

The larger the space, the less of a problem for an allergenic person. The smaller the space and with multiple dogs of different breeds in the same small space? The higher the chance an allergenic person, who isn't allergic to his/her own house pets so they might not think they are allergic to dogs, can & will have a reaction.

Parents who don't parent their children are to blame for that, IMO.

A few good friends of mine are what I would call "helicopter parents". But their children aren't spoiled brats, quite the opposite. Otherwise I wouldn't be able to remain friends with them.

There have always been and always will be those who are "anti-child". In my experience? They tend to be have been spoiled/bratty children themselves who grew up to be bratty adults & have always needed something to complain about.
