Connecticut should consider replacing the state income tax with an employer-side payroll tax that will accomplish the same thing for the state budget without any impact from Trump’s new tax plan that reduces itemized deduction tax returns.

Impact of state income tax replaced by employer payroll tax:
CT employee pretax salaries will go down, but employee after tax salaries will go up.
Federal taxes collected from Connecticut taxpayers will be less than Congress factored in due to Connecticut changing how state taxes are levied to a form Trump didn’t tamper with.

Some minor downsides:
1) Employee salary offers in CT may be perceived as less marketable when comparing salaries to offers between states when using a pretax basis.

2) Short-term administrative burden on employers could slow new and smaller companies from adding to the CT workforce during a time we need these businesses to keep us afloat.

The result will be no change in CT state revenue, a tax reduction for CT employees further exacerbated by lower pretax salaries as employers share their new tax burdens with employees,

And less money pocketed by Federal Govt without any illegality involved.

Only downside of this will be “employee salary offers in CT may be perceived as less marketable when comparing salaries to offers from other states.”

Great way to drive more employers out, when we already are losing jobs, despite nation gaining jobs.

But we would be eliminating the state income tax which would create some enormous no-brainer incentives for CT residents who commute into NY City by train and owe no state income tax. This would fuel a surge of Southwest CT homeownership and it would result in a CT real estate bubble that would pump
Money into CT through more property taxpayers and make for new surging growth.

CT could also continue to negotiate customized terms with large employees that keep them from leaving.

Bad for employers = fewer jobs.

Besides we are already great at alienating employers.

The State Income Tax does not bother employers. It is simply money they collect from others.

Your concept uses more of employERS money.

That bugs them.

Maybe cut state income tax and have alternating black-out days of Govt shutdown and people will just know nothing is disappearing, just some blackout days of services to trim spending and cut taxes to keep costs lower for businesses to grow here.

I’m realizing eliminating something the state provides that makes our state attractive is heart-breaking, but having scheduled govt shutdown days we CAN do it’s called patience and knowing nothing is going away for good, we can have a happy medium.
