Yikes! I had no idea it was that bad. Add in another 25% for Medicaid and CHIP kid Medicaid and you have a big problem.

Medicaid and CHIP are federally funded. States can set their own parameters for qualification and reimbursement rates. I also think admin fees come out of this Federal allocation. The Federal dollars are going in to the budget somewhere, but I don't know how the state reports that. I would assume the Fed dollars are in the same account (or in Govt accounting it's called "fund")

This is also a big reason the Federal legislature wants to "block grant" Medicaid funds to the states. Once that happens they will never raise the "block grant" and states will be stuck with cutting reimbursement rates and/or culling the roles.

In one of Malloy's previous budget proposals he said he was going to "cut 10,000 people" from the Medicaid program. Most likely that would be done by changing the qualification parameters.

To my knowledge, kids aged 18 and under can not be denied health coverage under the CHIP plan. So in some cases even in CT the kids have insurance and the parents DO NOT.

CHIP is also a Federal program, but I think CT calls it HUSKY for some reason.

Figured the CT folks might want to chime in on this thread. Surprisingly, people think IL has a bigger chance of bouncing back than CT. Having seen the depression in much of IL, including Chicagoland, I couldn't disagree more.

I read it. The number of votes more likely reflect the size of Illinois than the reality of its situation. While Connecticut is in a tough place, I believe from the figures I saw Illinois is much worse. JMHO, Jay
