+100 on the Dell refurbished stuff. That's all I have bought over the last 10 years. Typing on a DualCore w/4gig Ram and two 1TB drives right now. Thing was a used server, has been flawless for the last 5 years. All I did was upgrade the Ram and add the drives, + Win-7 a couple of years back. I used to build them myself, no longer worth it, as I don't do games. This old slug is still faster than I can type.
With your needs, why not get a laptop? You can have portability to take the pictures and music with you or hook it up to your TV if equipped.
Note: I have a desktop but plan on downsizing to a laptop.
But laptop hardware specs always lag behind desktop hardware though, right? i.e., Desktop hardware is always going to be more advanced, expandable, etc., just by basic engineering, design, and physics principles.
I have never used a laptop at home ever so far to date, because I have always wanted more powerful hardware than what laptops could provide.

Yeah laptops can't be as powerful (given the same level of technology) because they have to limit the amount of heat they produce and the amount of power they draw.
