One thing that people need to learn is that Columbia is a City now. And parking is gonna become more a walk bike public transit Downtown. At the last meeting I went to they were saying that with future ideas for Commuter Buses and Commuter Rail park and Ride. Where you'll be parking outside of the city and take a Bus or Train into downtown and from there you'll be able to ride the Soda Cap Connector and other buses around downtown to work eat play and at the end of the day you'll take a bus or train back home.

Yeah Sumter Street is a tough nut to crack.. It along with Assembly seem to be more through or collector streets to funnel people around Main Street to other parts of the City.. the pedestrian experience is not nearly as nice and the streets move a lot of traffic. Sumter Street may be able to be salvaged somewhat if there were some better streetscaping done especially from Gervais to Taylor Street followed by some infill of the surface lot next to the Transit Center. The transit center should be relocated down into the vista along the Hampton St corridor just above the railroad line.
The retail under the Sumter Street and Washington Street Garages represent a huge opportunity to provide additional retail to the CBD. I think that should considered 'reskinning' these garages so they look more like buildings and not parking garages in a similar manner to how the Taylor Street garage looks. When you walk down a street no one likes to walk by what looks like a parking garage even if it has ground floor retail.. if it looks like a regular building psychologically it because less of a barrier..
