Yes, Pueblo has plenty of water and plenty of rights to the water due to the age of the city. Pueblo West on the other hand, wasn't founded until the late 1960s and due to prior appropriation rights, has very few water claims compared to Pueblo, in spite of having the reservoir right next door. Pueblo West is party to the Southern Delivery System agreement with Pueblo and Colo Spgs.

Pueblo West is a master planned Community with a build out population of about 60,000 people. My understanding is they have enough water for that many people.

Then they are half way there at 30k. Took them 50 years to reach that number. I suspect the next 30k won't take as long.

Do they ever plan to incorporate into an actual municipality or are there too many benefits to remaining a CDA?

45,000 landlines now in Pueblo West. 2 new houses built on my block in the last year. 2 more big houses under construction now. All these one-acre vacant lots are being built on, we will get to 60,000 soon.

My mom worked at Transamerica title and did the paperwork for Pueblo West when it started. I went to kindergarten, first and second grade at Pueblo west elementary school. This was around 1980 when it was the only school. All 3 exits on highway 50 had stop signs compared to the overpass they are building today at the first exit.

And i do not know when they will become a city.

Builders in Colorado Springs are looking at the city of Pueblo. A number of new developments include them.

One of the things I have argued for decades is the flood of 1921 kept Pueblo from being the size of Denver today. Usually people thought i was wrong. This documentary on Rocky Mountain PBS shows I was right. Its not that I was guessing before but i had heard some of what it talks about like the moffet tunnel. This put it all together nicely and will be a good source of information going forward.

Now Pueblo is working on a major downtown development I will be posting about so hopefully Pueblo can learn from the disasters and mistakes made in the 20th century so we can grow in the 21st century.

Yes, indeed, Pueblo was on the way to becoming something bigger before it was hit by that massive flood. Similarly, if it hadn't been for the train disaster in Fountain in 1888 when it was in competition with Denver to be the state capital, it may very well have won.
