Are you looking at private or public? As some have said, the southeast would not be a good choice either way. You might look for a very liberal school - a place like Oberlin College, for example. Also, the Pacific Northwest is a very liberal place - University of Washington in Seattle was very racially integrated when I went there a million years ago, for example. Personally, I do not find schools in upstate NY to be very racially integrated, even those without a lot of Greek life, and wouldn't really recommend that area.
