The southwest, lets say, is not known for the best downtowns, so I would just exclude that area when mentioning cities in this forum. ha. If I had to pick a top 3, I would say: Philadelphia, New Orleans, and Portland.

I think Minneapolis, Portland, LA, Houston, Denver and Dallas are really underrated.

Phoenix and Orlando are also pretty underrated and I don't think people give the two areas a chance based on their sizes.

While I respect LA... doesn't really have a great downtown... it is certainly getting better and LA has a ton of great places... just a shame none of them are downtown. So as for now I don't think LA is in the top 5. Just my opinion.
