The southwest, lets say, is not known for the best downtowns, so I would just exclude that area when mentioning cities in this forum. ha. If I had to pick a top 3, I would say: Philadelphia, New Orleans, and Portland.
Here is some more DT S.A.

Excluding the following cities (Chicago, Boston, NYC and San Francisco), what cities and towns have the best Downtowns in the U.S.? Tell us why you believe they are great. Also, if links of a city's or town's central area are available, please include them.
As a side note: I have purposely excluded the four cities above, because these are some of the top urban areas in the country for extreme vibrancy. Plus, it's always good to see what other cities and towns this nation has to offer. So, enjoy!
Los Angeles CA San Diego CA Oakland CA Sacramento CA Los Vegas Portland Seattle Denver Minneapolis/St. Paul Kansas City Indianpolis Milwaukee St. Louis Atlanta Miami Nashville Tampa/St. Peterburg Pittsburgh Philadelphia Washington DC Baltimore Cincinnati Cleveland Dallas/Ft. Worth Houston Austin San Antonio etc.
1. NYC
2. Chicago
3. LA
4. San Fran
5. Philly or Boston
While I respect LA... doesn't really have a great downtown... it is certainly getting better and LA has a ton of great places... just a shame none of them are downtown. So as for now I don't think LA is in the top 5. Just my opinion.
