They were laughing at their own friend getting killed?
Probably a coping mechanism, and if that's what you've seen all your life then it can make you numb. It was either a friend, or a group of teens had came up to the aftermath of a shooting and were laughing at the bullet hole in a man's skull. But I'm pretty sure I read in the comments he was their friend. This was back in 2015-16. Either way, it's disturbing. You can probably find the video on youtube if you can stomach it (I can't).
By design, gang leaders were jailed (and some killed), which splintered larger organized gangs into smaller street cliques that war with people literally a block over, it's crazy. The rise of drill music also happened in the early 2010s which led to street beef and people trying to get famous by murdering up-and-coming rappers. And finally, the Zoomer gangsters are just more ruthless than their older millenial siblings were.
I watched an interview once of some Chi rappers talking about the violence back then, and one of them literally said "it's fun though really". Some of these kids think it's a game and if you die, you just lost the game. Another video I saw that was circulated on Facebook where this one guy had his head blown off and his friends were laughing at how big of a hole there was in his head. It's a way to cope I guess, but it shows you the mindset some have there. They don't know much else, even though many opportunities are just down the expressway.
That and the city started tearing down the housing projects in the early 00's forcing rival gangs to move in close proximity to each other.
Last week was the deadliest week in a long time for LA, 16 new homicides for the week.
What's surprising about Los Angeles county, is that it's going through gentrification but South Los Angeles seems to still be very active in it's gang violence.
With almost 280 murders in 2020,half of those homicides are in South Los Angeles, where the Black on Black murder rate is even worse than Chicago.
You would think with all these police shootings and violent protests, that alot of gangs would create some sort of unity and war against the system.
Los Angeles,Oakland, Compton and a few more cities don't even have a strong Black population like before so when things really hit the fan, we won't be able to get our cities back. Same thing in Chicago and Detroit.
St Louis and Baltimore is just ridiculous right now.
Last couple days for Dallas. Last official report for crime stats was 10/21, Overall Homicides were 199, Murders 186.
10/20 4AM - 2800 N Hampton Rd - 50 W/M found deceased with head trauma, complainant was homeless.
10/20 2PM - 2833 Community Dr - 51 L/M shot inside of an apartment.
10/21 12AM - 4161 Lawnview Ave - 51 W/M found deceased with head trauma, complainant was homeless.
10/21 8PM - 9702 W Ferris Branch Blvd - 31 B/M shot at an apartment complex.
10/23 11PM - 3015 E Ledbetter Dr - 18 B/F caught in an exchange of gunfire between a group of juveniles and an adult women.

Another one from Sunday in Fort Worth was just reported. 18 year was accidently shoot.
Something else to consider. It wasn't just the south and west side with high rates, but even the north side(partly due to Cabrini) was pushing a murder rate of nearly 20 (or 200+ homicides) at one point. Gentrification and limiting public housing to a very significant degree has played some role in Chicago not seeing murders creep into the 800s and 900s again. But as a side effect, certain pockets south and and west have seen higher murder rates in recent years.
I can tell you personally how true this is. I remember visiting family as a kid in the 90s who used to stay in the Ida Be Wells Housing Projects when it was extremely dangerous. It felt like hell compared to where another relative of mine lived, which at the time was considered a lot safer (79th & Stony). The last time I visited my cousins on 79th street in the summer of 2014, Anderson Cooper (or somebody from CNN) was reporting live from a spot where 7 people were shot.

South LA has always been active in gang violence, but saying half of the homicides are in the black community to me personally is false. I used to stay off Florence and Budlong and Spruce Street in Inglewood so I'm familiar with South LA.
I'm also a black person who used to stay in the Avenues so I'm familiar with Northeast LA, San Fernando Valley and Boyle Heights. I actually used to work for a company located directly across the street from San Fernando Gardens Housing Projects.
Not knowing people in those areas or not being from there can get you killed. I can't count all the times I've been asked What hood you claim? Where you from homie? Do you bang or what??? What you doin over here? This my barrio... What's up (Yes, responding to this simple question in LA can cost you your life)... Or all the times I've been whistled at by members of Southside Florencia 13 after getting off the 111 on the east side of the Blue Line....
I've lived or have family in Chicago, Detroit, Toledo, Dallas-Fort Worth, Inglewood, Gary, IN, Norfolk Va, Orlando, Cleveland, Dayton, Jackson MS, Atlanta, Brooklyn, DC, St. Louis. I'm familiar with all these places...
In LA, the Hispanic hoods to me are the most active and can no doubt present more danger than any of the black hoods I've lived in or been to in the city and in the entire USA. The same can be said in any city. Ask the residence staying off Alameda and Federal in West Denver how safe they feel the city of Denver is to them.
By the way, I'm a distant cousin to the Youtuber CharlieBo313 who drives across the country filming bad neighborhoods. Our family is huge and spread out across the US to the point we can literally go into any bad part of town and not have a problem....
