Only Boulder, Fort Collins, and Flagstaff meet the criteria. Flagstaff almost never gets into the nineties it's too high up. In fact, it's the highest elevation of all those.

Rapid City gets into the 90's. It got up to the low 100's last summer. It just doesn't feel that bad because the humidity is low.
