This is true. Phoenix is a major city and metro. Lots of jobs and growing economy and its the 5th largest city in the US.

Atlanta in my opinion. Many other cities with high populations of blacks are either poor (Detroit), segregated (Milwaukee), or very high crime (St. Louis).

For me, it comes down to either Chicago, DC, Philly or Atlanta. I’ll go with Atlanta because I think black people have the highest chance at success there.

Even this isn't completely true, as there are multiple predominantly Black and middle class neighborhoods in the city. There is a cluster of them in the northern portion of the city just west of Woodward and around/north of U of D. Look up Palmer Woods, Sherwood Forest and the University District.

Laveen is 17% black out of 48k.

South Mountain is 16% black but out of 111k is a hide number. If you send your kid to South Mountain High it’s 81% Latino and 12% black.

I was more so talking about predominately black areas or neighborhood. Not a few blocks. None of these are that though. Blacks are the third largest group every single where in Phoenix. But it’s large enough you can be alright.

Where did you get the numbers for DC? Using the 2010 census data and the 2018 5-year ACS estimates, I got this below:

DC Black Population:

2018 5-Year ACS Estimates: 331,447
2010 Census Data: 315,243
Difference: +16,234


DC Black Alone Population:

2018 5-Year ACS Estimates: 321,317
2010 Census Data: 309,221
Difference: +12,096


DC Black Non-Hispanic Population:

2018 5-Year ACS Estimates: 315,281
2010 Census Data: 304,968
Difference: +10,313

Some of the reasons I couldn’t see myself living there especially now in my life. And for me it’s not entirely political because I’ve stayed in some liberal enclaves (Austin and Palo Alto,CA) and experienced racism in those areas just as much as any conservative enclave. Matter fact where I live right now is considered a conservative suburb of Houston.(The Woodlands) Now even though I’m not a democrat or a Republican(have issues with both parties) just based off observation conservative areas tend to be a little more louder with their political beliefs than dems. I’ve never received any overt racism maybe a couple of stares here and there if me and my Wife go to a restaurant and just happen to be one of the few Black people there but nothing to crazy. Still, when you see vehicle after vehicle with political statements you can’t agree with as a sane black man every other day than it just becomes a point of not feeling welcomed even if they too scared to tell you. And even this suburb has more diversity than areas in Phoenix cause it is sandwiched between more diverse suburbs so you never feel completely out of place but still.

Fun fact regarding soul food posted below. It's been a hot topic because of COVID-19 and the vulnerability of our black owned businesses across the country.

Florida Avenue Grill in DC is the oldest, continuously operated, soul food restaurant in the world founded in 1944.

Just curious, but where did you get that information? I'm seeing that Laveen is about 20%, but South Mountain is about right from one source.

Also, you can still find areas within places of those percentages that are pluralistically more Black. With that said, I know what you are talking about.

Either way, both are your best bets in Phoenix in that regard, from what I'm seen and heard.
