The worship by every being, in every dimension of the heavens, earth & underworld is NOT by perfunctory genuflections, but true worship within the Name of all names.
That in the name of Jesus every knee should bow (ινα εν τω ονοματ Ιησου παν γονυ καμψη). First aorist active subjunctive of καμπτω, old verb, to bend, to bow, in purpose clause with ινα. Not perfunctory genuflections whenever the name of Jesus is mentioned, but universal acknowledgment of the majesty and power of Jesus who carries his human name and nature to heaven. Things under the earth are the wicked dead. Remeber korah and them that rebelled against God via Gods servants Moses and Aaron, well they under the earth awaiting judgment and damnation Num 26:9-10
9 And the sons of Eliab; Nemuel, and Dathan, and Abiram. This is that Dathan and Abiram, which were famous in the congregation, who strove against Moses and against Aaron in the company of Korah, when they strove against the Lord:
10 And the earth opened her mouth, and swallowed them up together with Korah, when that company died, what time the fire devoured two hundred and fifty men: and they became a sign.
On resurrection day, the just and unjust will be raised for Judgment Rev 20:11-13

12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works.
13 And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works.
But when Paul wrote of the gathering of all things in the context of salvation, the phrase "under the earth is missing, observe Col 1:20
20 And, having made peace through the blood of his cross, by him to reconcile all things unto himself; by him, I say, whether they be things in earth, or things in heaven.
But not things under the earth like Phil 2:10
Because those under the earth are omitted from the reconciling work of Christ when He made peace by His Cross.
Christ didnt die for the serpent seed.
So yeah, the wicked will bow in shame, acknowledge the Lordship of Jesus Christ who is their Judge, and then be tossed back into hell.
Jesus said that false jews, the serpent seed, will one day worship at the feet of true jews, the saved Rev 3:9
9 Behold, I will make them of the synagogue of Satan, which say they are Jews, and are not, but do lie; behold, I will make them to come and worship before thy feet, and to know that I have loved thee.
Now if Christ going to make some bow in respect to creatures, how much more so will them of the synagogue of satan bow before Him ?
In fact, I believe when they worship at the feet of the saints there, its going to be as when the saints in union with Christ Judge the world 1 Cor 6:2-3
2 Do ye not know that the saints shall judge the world? and if the world shall be judged by you, are ye unworthy to judge the smallest matters?
3 Know ye not that we shall judge angels? how much more things that pertain to this life?
So Phil 2:10 doesnt say all are saved who bow before Christ as Lord, His Saviourship isnt mentioned, but His Lordship !

When this is fulfilled, all men will be reconciled to God. The Gospel is designed to make every heart the dwelling-place of the Holy Spirit. When the purpose of the Gospel shall be fully accomplished, God shall reign in the hearts of all men.

10 And hast made us unto our God kings and priests: and we shall reign on the earth.
Notice they were redeemed out of various sources, separated from the seed of the serpent who was not redeemed unto God.

Oh No, The Gospel is a savour of death unto death for some, the lost of mankind. 2 Cor 2:15-17
15 For we are unto God a sweet savour of Christ, in them that are saved, and in them that perish:
16 To the one we are the savour of death unto death; and to the other the savour of life unto life. And who is sufficient for these things?
17 For we are not as many, which corrupt the word of God: but as of sincerity, but as of God, in the sight of God speak we in Christ.
You dont believe there is a difference between them that are saved and them that perish or are lost.

No one is arguing the birth of Christ was not good news for humanity, but that, in and of itself, doesn’t mean everyone is saved.
