No, it's not dark at 3:30 pm in the wintertime in Chicago, but I have observed that on overcast days in December, dusk does begin to fall that early and the streetlights start coming on.

How overcast does Chicago get in the winter?

Is it comparable to other Great Lakes cities like Detroit, Cleveland, Buffalo, Syracuse, etc.?

You seem to be so concerned with this. At this point, my advice to you is this: the "dating scene" will be what you make of it, no matter where you move. If you approach dating with a positive attitude, you can absolutely be successful, even in Kokomo, Indiana. If you expect the "dating scene" to send you dates from the heavens, I think you'll be disappointed no matter where you go.
