I usually hear the reason as to why a place isn't incorporated is because of taxes.

oh. ok. that makes a lot of sense. because i'm sure the population of the "wasco area" is at least, what, a few thousand now?? so they do it to keep taxes lower..clever

Thanks man! Yes, it does definitely have some Meditteranean (what a lot of Californians use to style their homes/stores with) flair. There are many buildings around like that, but theyre in the minority and therefore not as noticeable as in CA.
