I wonder whether the cat was sick before being given up. In our area many unhealthy animals are dumpbed by people can't or won't get medical care for them. The high price of medical care is hard for many pet owners.
As for the previous owners, well they never deserved to have any pet in the first place. I hope the shelter has kept track of their names so they have a history on people like that and never allow them to adopt another animal.
