Have you considered anywhere in San Diego county? You can find more of that laid back feeling you're looking for there, rather than LA/OC.

Three pets are going to be hard to place. Most apartments only allow one (or possibly two small) pets. Three is getting out there. Have you thought about a house? Unfortunately, houses in "not so great" areas run about $2K+

We have two indoor cats so I know how hard it is.

Default Ride our bikes around town?

If by "bikes"you mean motorcycles, you may have some difficulty finding a rental in a nice neighborhood. People who pay to live by the beach want peace and quiet.

Default Pets

Offer an additional deposit for your animals. I think I paid an extra 100 to 200 dollars in deposit. Might as well just ask all they can say is no

My husband and I bounce back and forth between L.A. and Florida (we've lived in Orlando and Miami), and I would almost suggest staying somewhere in Florida if you are looking for a more relaxed scene. I love L.A., but I live near Seal Beach and kept saying that it "reminded me of Florida" to my husband the last time we were there. Maybe I'm just missing Florida, and the laid-back, less-hectic pace of life. Yes, Seal Beach is quaint and nice, but even L.A.'s most "laid-back" areas seem hectic to me, compared to Florida. Have you considered Sarasota?

As for L.A., I live in Long Beach, near Belmont Shore, and I think you might like it there - a beachy feel, lots of shops and cafes within walking distance. You MAY be able to find something for $1300 there. We live several blocks from the water and pay $1300 for our 1-bedroom, though. I have been seeing lots of "for rent" signs in Belmont Shore lately.

HEY OP! What's up? I moved to Denver from Key West last Fall, but may be relocating to Santa Monica for school and eventually UCLA...Just tired of the cold of Denver. Yes, anything under 60 is cold, when you have lived in Hawaii and Florida for a total of 8 years...
