Are you talking the town hall by the apartments on Dysinger? There really isn't anything over there but apartments, you can take a strait shot up Lockport rd and even cut over to 31 if you want. I lived in Lockport for 15 years. If you speed at night and don't hit too many lights you might be ok. But not during peak hours. There are a ton of lights and stops when you get into the Falls, plus the lights you hit depending on your location in Lockport. If you have to drive up Transit for any distance, there would be no way during rush hour. I bet you could make it from Delphi to the Falls in that amount of time, it is mostly open rd around the plant.

I am talking from the City Hall on Main Street. A friend of mine lives near there and works at the Casino. He said that even in the worst Winter weather it has never taken him an hour. Day in day out he said 30-40 minutes. For it to take an hour you would have to go only 20 mph for the entire trip. Not likely on rte 31 where the speed limit is pretty much 55mph all the way to Lewiston. Even averaging 30 miles an hour and it would only take 45 minutes. It's just 20 miles. I drive 31 miles each way to my job and it's only 45-50 minutes using no expressways.

BTW I don't think the people that live in the Dysinger apartments commute very far. They seem to be populated with old people and young kids that likely work in the local fast food industry.
