You may also notice those cars have more in the heating up / warming up departments! (Heated seats, mirrors, etc.)
And perhaps the reason A/C (or engine cooling systems for that matter) as not so good is that it is a cooler climate where some vehicles are designed than the climates where some of those vehicles are driven?
Same with the US. A vehicle which works just fine up north in cooler Detroit, Michigan (77 Deg. F. forcast today) may not do so well in Tucson, Arizona! (113 Deg. F. forcast today)
Euro cars like BMW, I bet you couldnt even keep your hand in front of the heat vent for 10 seconds. It just gets too hot.
Also about the climate, people have different tolerances and the air that you think isnt cold enough, is probably nice and cold to someone in a different climate.
Its the Germans lol. They probably wouldnt even include power steering as an option if it werent for us spoiled Americans...
The AC in my 2007 BMW 530 is definitely a bit underpowered compared to my Hyundai Genesis Coupe or my prior Infiniti G35. The fans don't feel like they're moving as much air. I'm also leaning towards differences in geography/climate.
Huh, the Porsche I owned awhile back could freeze us right out of the car down here in the hot GA summer. My current VW doesn't seem to have any issues either (and that's a 2001 with 245k miles on it, system has never been touched), though we were pushing its limits when we had to spend time in Phoenix through the summer... but Any car that sits in the sun down there is going to struggle.

Agreed, both our Porsches (Cayenne and 911) have very good A/C systems. In fact, I'd even say that the Cayenne has the best A/C out of any car I've ever had. I can park my car outside in the sun on a 100 degree day here in TX for hours, go out to the car, start it up and drive away, and never come close to breaking a sweat, it cools the car down very quickly. I've had a few BMW's, they were average. My old Dodge Stealth TT comes in 2nd, it cooled extremely well too, but with a cabin that small, it should.

Well, it was 113 in Las Vegas yesterday and my Jag did just fine. It's going to be 117 today and I still don't anticipate any problems. I can't really relate to the OP's complaint. Perhaps he doesn't consider a British car to be European, lol.
