Yes, that is true. I had lived in an ETJ for over 6 years before annexation. We had a Round Rock mailing address but we weren't a part of Round Rock or Williamson County. We belonged to no city. We paid higher utility rates since we weren't a part of any municipality. Except for county elections, we weren't involved. That was the price we paid for not having to deal with any city taxes. Actually, living in an ETJ without a MUD wasn't all that bad sometimes.

In the case of that poster and other, similar, posters, it's more of the perceived prestige factor of having an Austin zip code. Never mind that to most people of Austin these areas are considered part of the cities that they are adjacent to and they largely don't care if Highland Horizon is Austin or Round Rock

Yes. It's still out in the middle of nowhere. Seriously though, check today's Statesman homes section. There should be a full two page ad telling you how desirable it is.
