Look up dry-eye syndrome too. Eye doc recommended fish oil for natural relief or you can buy special eye drops. I got the homeopathic ones and they helped.
Go see an allergist or your general physician. I used to get itchy eyes due to my seasonal allergies and was prescribed Patanol/Pataday or the generic, olopatadine.
Go see an allergist. If you get the underlying allergies under control you won't have problems with your eyes (assuming of course that allergies are causing your symptoms).
If it's not allergies, you need to see an eye doctor.
The OP said she's tried Claritin-D, which is loratadine and pseudoephedrine.
I'd start with my primary care physician, who might or might not refer me to an allergist. I would also try going without makeup for a couple of weeks.
