It is within the rules to say negative things about a post or an idea. The TOS says you can't say insulting things about a poster, because that's considered a personal attack.
Understanding that distinction will equip you with effective ways to deal with the folks you speak of here.

Except that some people leave a nasty little message in a rep, which amounts to a personal attack. This requires a senior moderator to look into and address.

Which is entirely irrelevant and without bearing on the sad proposal to permit anonymous and unexplained negative reputation that would greatly increase moderator work and complaints.
Snide remarks in reputation comments are so minimal in the general reputation scheme of things, they don't create much of a moderation burden.

If it is trivial why have there been at least half dozen threads started here and a mention of it in the terms of service?
Bring back the negative and identify who is leaving it.

An immensely successful community will always attract all elements, including those who revel in snideness and negativity, who need to be managed and moderated.
Half a dozen or more threads some from a tiny minority of members who see appeal in a platform to tear down others does not mean there is a convincing groundswell of desire amongst the membership for a divisive and non-productive feature which offers no laudable contribution to the forum.

But it is the problems that create the work. if you want non productive no laudable contribution like the the rep feature as a whole?
