The Wenatchee World did mention the gang initiation and the requirement that they kill somebody in eastern Washington. The gun shop was out of town next to a shooting range. But unfortunately, the Wenatchee World does not have a on-line archive.

In our case, that was a rural legend. These days it would be a urban legend.
Okay, doesn’t seem like a very common thing. I don’t know how many gang members have been initiated in the last 26 years, but I’m guessing most didn’t murder anyone in eastern Washington.

Now in my rural area the speed limit is mostly 55 or less now.
The fact is the rate of pollution in the US has been reduced at the highest rate in the world (18-20%)
While China and India continue to build coal power plants.
It would have to be accompanied by speed cameras to ticket literally everybody speeding. There's no amount of police that can enforce a new, lower limit, but automated ticketing would do it.

Just provide plenty of notice and maybe give everybody one freebie (still notify them, but don't fine them the first time).

The Democrats run Washington state and they believe in man-caused climate change.

The carbon fee is designed to reduce CO2 emissions by 10% in ten years or so. That will require a $9.00/gallon price for gasoline in current dollars.

Driving 55 MPH will reduce C02 emissions by 10% tomorrow.

Which do you prefer?

I prefer $9 gas and a car that gets 80 mpg and I’d be paying less per mile than I do today. In 10 years, that will be easily attainable.

Here is what we are up against-if we could do something about it(Fwd to 45 seconds for Chinese coal mine train). Ice core samples prove a cyclic climate, we are nearing the next peak and there is nothing we can do about it. The carbon fee mandate is designed to separate everyone from their money.

Interesting video on the old train, not sure what you mean by us being up against it.

Do you have a source for your ice core comment? Not sure why this fits in the Washington forum, but here we be!

Even cameras wouldn't make much difference, once people knew where they were located. Just slow down when you get close, like we do now when we see the state patrol car in the freeway median strip. I can tell you from experience that speed camera tickets go with the car, not the driver, since the driver could be anyone. There is a fine but it doesn't go on your driving record. Probably many will think it's worth the risk to drive 10-15 mph over and get a fine ($108 here) once in a while. Again this morning on the way to work at 6am all of the traffic on I90 (speed limit 60) was moving at about 72-73, and occasionally someone would blow by us going much faster. I really don't think that many people are seriously concerned about the cost of gas, though we all like to complain about it.

We won't need speed cameras, insurance companies will require every driver to use a GPS tracker that will show any time vehicle was over the posted speed limit (or did not come to a complete stop).

Unfortunately... I have a 'speed camera violation' on my WA DL record from someone driving a vehicle in another state registered to me. Got that surprise at my last insurance renewal (last month). WA State claims it cannot be removed from my record, since I am a CDL holder. It was only through WA that I was able to determine which state it was that issued the citation. That state shows no record of a violation, so informed me I needed to check every municipal court in the state. I ran out of time to figure it out. But it STANDS on my WA record (tho I have not been stopped for many yrs).

True, the crazies don't do math. (how much does this cost me?) Trucks, cars, motorcycles that are crazy and fast and loud pipes, are still... crazy and fast and loud pipes. Incremental cost / g for fuel does not register as 'conservation'.
