Are Jinns similar in that they were once angels?

Nope.
That’s one of the fundamental differences in the Islamic and Christian belief.
Angels and Jinns are two different species. Angels are always angels and Jinns are always Jinns. There is no belief of a “fallen Angel” in the Islamic belief.
Angels don’t have a Choice to deny or refuse - they simply obey.
Jinns, just like humans have a choice and free will. Jinns will have accountability and they will face Heaven or hell.
Quran has a chapter about Jinns. And it talks separately about Angels.
And coming to think of it, Quran does talk about a sixth specie - Gog Magog. I am not sure what are they? Perhaps some form of jinns? I haven’t read much into it.
