The costs associated without a major tenant would likely make operating the dome unsustainable and the dome would most likely be moth-balled and await eventual site redevelopment. A new stadium even if built with a roof, would likely not be configured in a way that would support baseball to be played in it leaving the U and other baseball teams out in the cold.

Which is fine, since the Gopher's baseball team has already raised most of the money for a new stadium

The Twin Cities are in a world of hurt when it comes to stadiums...

Excel Energy Center: 2000
TCF Bank Stadium: 2009
Target Field: 2010
New Vikings Stadium*: TBD*
New St. Paul Saints Stadium*: TBD*
New Gophers Baseball Stadium*: TBD*
Target Center Remodel*: TBD*
New Gophers Basketball workout Facility*: TBD*

I just want to know why the Twin Cities chose to sit on their hands for much of the 1980s and 1990s... Why these issues weren't resolved earlier and now they all come crashing down at once.

This is why during good years like the mid-late 90's, you get projects done.

The Metrodome was built with a public investment of $34M.

according to a 2009 report done on behalf of the MSFC by RHM McGladrey...

The tax revenues from the Metrodome professional sports operations (1982 - 2009) were estimated at $319M, of which $178M was attributed to players' payroll taxes and the remainder to State/Local, Restaurant, Entertainment and Gross Receipts taxes.

Admittedly (except for the public cost of the dome), these figures are estimates because the key components are buried in the Vikings accounting spreadsheets which have never been made public. But the estimate in the payroll tax component is believable as that $178M would work out to a 7.875% tax on $80M over 28 years. The Vikings payroll in 2011 will be about $110M and has been as high as $130M just a few years ago.

In any case the ROI that the public has reaped can not be denied and it's too bad the public didn't bank a little bit of it's money instead of blowing it all on pull-tabs and beer every night.

My new favorite argument is:

"...make the rich players pay for the stadium they'll play in..."

Ok. The new Stadium bill calls for an excise tax on player's salaries to contribute to the costs..

Since most fans watch the games on TV and never attend a game in person, couldn't we save a ton of money by just building a playing field and skipping the seating. This would eliminate all the problems with parking, access roads, etc. The new Vikings stadium would, in effect, be a large TV studio. A track of crowd noise could be recorded and laid over the TV and radio broadcasts much as laugh tracks were used in sitcoms. This would bring the cost down to a level approaching that of the average high school football field. I would have no objection to having such a facility built with public money.
