Come on out to Cleveland. Comparing it those cities shows you haven't been to Cleveland (or perhaps the other cities), and there's plenty of fun to be had in the CLE!

Perhaps you're thinking of East Cleveland, but that's a suburb!

Shakopee, Savage, Afton, Hastings, Stillwater, South St. Paul and Newport are probably the worst cities for flooding. Mainly just areas decently close to the river, though. Now, Fargo/Moorhead has terrible, terrible flooding problems, but they are on the Red of the North, not the Mississippi or Minnesota. The Minnesota has worse flooding problems than the Mississippi.
The Main rivers in the metro ranked for bad flooding goes, Minnesota as the worst, then the St. Croix (the most voluminous of the three), then the Mississippi.
