I don't think the OOS plates are as problematic as the noise pollution caused by the car... and even that is probably pushing it. Have you tried speaking to them?

Man up like a man and you tell those so called illegals just how it is! Besides how do you know they are illegal. Because they don't fit your stereotypical profile in the neighborhood. What documentation and records have you sources to verify their citizenship?

Um, take a photo that clearly shows the time and date of the photo, the license plate, the vehicle, and the surrounding houses/trees, with tagged geolocation. Do this once a week over the course of 2-3 months so that it is completely clear they are breaking the law, then submit it to the appropriate authority? They may still do nothing at all.
What exactly is your complaint? That the vehicle has VA plates but he's in a state other than VA? that you think the vehicle is stolen? or that you think he is illegal?
Local cops probably won't do anything about a suspected illegal, but maybe they'd take a look if you think the vehicle is stolen (get the plate so they can run it).
ICE probably won't do anything either, sorry to say.
