does he work ? turn the info over to the ny state tax department to look in to. you have reason to believe he is actually a ny state resident and may not be paying taxes here
He leaves home at 5 am. WE all hear his car warming up even in summer.
Not bashing anyone on here, but OP, have you ever tried talking with your neighbor about the issues you listed here (of course, as long as you feel comfortable w/o feeling personal safety in jeopardy)? I may be a stranger to Long Island, but do people nowadays don't talk to each others at all in your neck of woods?
I have friends who live in front of them and on the side, neighbors I know well. They tried everything, yelling matches, police, code enforcement. That person is very arrogant, hardy speaks English and thinks he is in Mexico. I know I know, very original.
If this was right next to me Id get involved. I dont need this low life scratching my cars later on. Id have to take him to court with camera footage and it will just get ugly. Its bad enough his 3 disfigured children have to attend our schools. Dont know what once must feed their children for them to be so obese at such a young age. Must be blind and stupid.

Call the EPA on him. At least thats up to 10k fine if he has no cats, federal offense and requires it to be fixed and documented or the car can be impounded.
We got illegals living a block away and they got a 25 year old pickup with straight pipes, so when that bastard goes to work at 5 am everyone hears iit. Virginia plates and all.

If it came from the factory with a catalytic converter, it doesn’t matter what year it is or whatever, legally it is required to still have a catalytic converter. So I believe any car 1973 and up is required under FEDERAL law to have catalytic converters. So there.
Complaint is very loud exhaust. I know my cars. It sounds like straight pipes, no cats, no mufflers. It’s annoying as hell.
Good luck with that.....I'm sure the cops aren't going to come out on a 'loud exhaust' complaint. However, if you go into a station and speak to the desk officer, they may be able to offer you some options.
