Tow companies cant do it anyways. It has to be ticketed and documented to be abandoned.

Compromise and have him add a silencer? Its like $15 on eebay, easy to remove and add back on.

Lol that depends…I had an acquaintance in the tow business that hook anything. N E THING.
He got paid by the car. He would hook ‘em and take them to the junk/scrap yard, no papers necessary haha.
Lol he would target ghetto areas and hook anything old and/or beat up looking, especially if it had no plates.
He was good, real quick and stealth like these repo guys you see on TV. Crazy MF’er. But yeah definitely a total degenerate.

Call a police department within the state shown on the tags. Tell them you're in NY and this vehicle has been on your street for (X days, X weeks or X months) Ask them if they can look into whether the car or plates are stolen.
