Is there some law that states a car from ny or va can't come into new York... Is freedom of travel banned. Let us know..
He clearly lives here, it’s been half a year at least. Car is either registered in Virginia to pay cheap insurance or the plates are just someone else’s.
What exactly is your complaint? That the vehicle has VA plates but he's in a state other than VA? that you think the vehicle is stolen? or that you think he is illegal?
Local cops probably won't do anything about a suspected illegal, but maybe they'd take a look if you think the vehicle is stolen (get the plate so they can run it).
ICE probably won't do anything either, sorry to say.

Complaint is very loud exhaust. I know my cars. It sounds like straight pipes, no cats, no mufflers. It’s annoying as hell.
Not having a muffler will definitely get them a ticket. They are surely breaking some noise ordinance at that time of the morning. If you could run his plate and get their insurance company, you could call them and let them know that the car they are insuring is actually in any and not in the state they think it is. Their rates will skyrocket, which is why they use OOS plates. They are called rate jumpers. I used to work at GEICO and would catch them red handed and would rate their car on NY rates.

Is it possible that someone stole the CAT. It’s happening all over Long Island. Maybe they don’t have the money to replace it, enough that wouldn’t stop them from being ticketed. The noise snd the pollution would make that car not pass inspection.

does he work ? turn the info over to the ny state tax department to look in to. you have reason to believe he is actually a ny state resident and may not be paying taxes here

Needs inspection. May be safety only depending on what county it’s registered in.
Either way, in VA it needs to have a legal exhaust system, including the cat.
