Idaho is not known for moderate winters. There is weather information for you to study to make sure the weather will suit you. Myself, I like the snow and cold, and you should be able to adapt to it, it you decide that the area is what you want. There are ways to deal with it.
The most moderate weather is going to be around Boise, with "moderate" being relative.
The south east portion of Idaho is gorgeous. There are beautiful mountains and gorgeous desert scenery, depending upon where you look. That is maybe where rent will be the lowest, but the population in that area is growing fast and development is happening with some enthusiasm.
Try looking at the rentals on Craigslist and on the Facebook rentals section to see what prices look like.
Maybe in the area around Moscow? That area is pretty rolling farmland, but mountains aren't too far away, and there are a couple of smaller towns where maybe rent won't be so high.
You won't be able to find any rentals in North Idaho in your price range, although North Idaho has much to recommend it if you can possibly stretch the budget. The problem with "much to recommend it" is that it attracts folks with money and that drives the prices way up.
I suggest that you do your research on rentals and rent prices and first step is to find an area that you can afford. Then give the area a good careful study to see if it meets your needs.

Moscow was gorgeous, but man buns with masks walking alone outdoors everywhere. Take what you will from the observation. NV is currently blue and I don’t see that much in N NV.
Boise is BIG, sprawling. Weiser area was really nice. Oh, also some smaller towns below Boise along the river looked interesting. After Weiser the roads are a factor. Twisty turny highways in narrow canyons. The towns are down in the canyons. Honestly, the type of driving required on the roads in there is a factor to consider. Northern ID beautiful. Not as much public land as I am used to, but unfamiliar with the area and public access.
Will eventually be traveling through SE ID after MT and WY and will check it out.

Thanks for all your replies up to now, so grateful! Does it seem hopeless to find a small town west or NW of Boise, far enuf out that commuters don't want to live there, and no colleges nearby? Because I have a pretty good idea of what I'm up against. It almost seems that area is the only possibility for me, because I really don't like flatlands or a lot of wind. Seriously hoping to find a way to resettle in Idaho because if I could find the right place, I think we'd be a great fit. Just read today that the state is ending the lockdown, just the kind of place I'm looking for, with common sense!
I'm doing both, checking all the listings I can find in southern Idaho (you're right, I cannot afford N Idaho), as well as going to websites that show photos of local scenery & the town, as well as demographic info, weather, water sources, anything I can find because there's unfortunately no way for me to scout it out first. That's why every opinion offered is so important to me.
Thanks for your observations, Chris MT; I'm definitely not enamored of man buns nor the scamdemic or any part of its 'new normal'. But I'm afraid the options in Idaho are looking pretty minimal; what I'm looking for just may not be there, and finding it anywhere is the biggest challenge I've ever faced in relocating. Thank God for city-data, it helps.
Thanks a LOT, Crow, you are all over it! Just to add to the challenges, I MUST find a place that allows pets, they are going to be central to my new home & happiness. Unfortunately most of the units you mentioned won't allow them.
Nampa has 90k. I don't know what this location is like. Maybe a local could offer thoughts on safety, etc. If you consider it a possibility.
Might try contacting property management firms. Say in Emmett. Not everything gets listed on public sites.
