I don’t let people give my dogs treats.
The local Costco gas station seems to have a policy about offering treats to dogs but I’d rather that they had a policy about offering windshield cleaner instead.
Would you trust a stranger offering a treat for your child?
Not me.
That said,
I make homemade dog treats for dog training out of sourdough starter and a few other ingredients that are very healthy (I guess
)and taste good.
When we have guests over they see the bowl of treats and I usually give them a small bag to take home.
I never had a complaint but I don’t offer to strangers.

My dogs and my friends dogs just go nuts over it.
