Well excessive spending on what? And how bad was political corruption in those countries? Why is political corruption so big in South America?
Did political corruption have some thing to do why there so much poverty and class struggle?
Corruption is common in Africa and South America regardless of who (left or right) is running the country. Argentina has struggled with it when they have had democratically elected leader and when they have bad the military juntas running things. Africa, for example, is so poor that even $10 is a big deal to a local cop who makes $150 a month. Argentinians are not as poor as Africans, earning about $1000 per month, but poor enough to invite corruption. Corruption runs at all levels, from a traffic cop to the chief of police, and politicians, or from a corporal to general when the military is in power.
What happened to both was their democracy weakened and both fell into military dictatorships.
Though both of the dictatorships ended long ago now, the social and economic effects of them linger on.
This ruination will continue until everyone who was alive back then still lives.
You're not going to have investments into your country if its deemed corrupt.

The same thing in Venezuela. The left took over and ruined countries.

I have said in this forum several times that the reason there are so many poor countries is that they are being exploited by rich countries. In Africa it is easier to see how. Take all their mineral resources, pay some corrupt leader, and leave the rest of the people in poverty.
In Latin America is more complicated. Trade deals like NAFTA caused more migration from Mexico. Then you have the trade deal with Central America and a few years later you have the caravans. In the case of Brazil, a country which is very rich in resources and population, has been exploited by financial institutions for decades.
There are all sort of schemes of exploitation, it varies by country.
However, the rate of this exploitation has slowed down. So they have moved on to the only few countries where there is room for exploitation; that is rich countries themselves. Nobody wants to hear about the REASON, but first-world countries are turning into the countries mentioned in the OP.

And is that because Spanish and Portuguese economy was base of slaves where the British was base on people moving to the colonies and working and living there.
So the Spanish and Portuguese was just striping the land of resources and having slaves work on plantation or mining and the money and wealth sent back to home country unlike the British where base on people moving to the colonies and working and living there.

A lot of this is untrue. In fact, I am not sure any of it is true. (Except, in Africa, the Chinese are exploiting the h.ll out of them.)

When the collective IQ of a nation is low, then there is only so much you can expect them to produce in terms of economic wealth.
The main exception to this is when a nation has vast oil reserves.
Then Eastern Europe must have a lot of stupid people, they've been poor for a long time.
