As mentioned in the Bills stadium thread in the Buffalo forum and perhaps even earlier in this forum, I'd say that the idea of mixed use development around not only the current NBT Bank Stadium on the North Side near the Transportation Center, Destiny USA, the Regional Market and down the street from Eaton/Crouse Hinds, but also could do the same in the Inner Harbor with a decent sized Soccer style stadium and indoor arena. That could help draw/keep a Soccer team in the area, use the stadium for College Soccer, HS Soccer/Football games and other events; with the Indoor arena being used for say AAU Tournaments, Indoor Soccer, Hockey, etc. This can include another hotel or two, which would bring the number up to 3 or 4 and maybe an indoor waterpark, since Destiny USA lacks this, while offering quite a bit in terms of other amusement attractions.
This would make sense with the Aquarium being planned for that area, you can increase the housing and hotel stock, bridge the gap between Destiny USA, the state's and country's 9th largest shopping center and Franklin Square, which is adjacent to Downtown to the NW. Such development would also connect NBT Bank Stadium to Downtown, with the potential to either bring back OnTrack with better marketing and connections(there are tracks laid by NBT Bank Stadium) within a more densely populated path or to even create a Connective Corridor type of bus line from Downtown to NBT Bank Stadium or even on to Onondaga Lake Park in Liverpool. Another transportation idea could be to have a seasonal ferry on Onondaga Lake that connects the Inner Harbor with Onondaga Lake Park and the Empower FCU Amphitheater and back again.
On the sports side, it may be nice to get Le Moyne College, which is now D1(NEC) to play some Basketball and Baseball games at the War Memorial(or that new indoor arena in the Inner Harbor similar to what Fairfield did with the new arena in Bridgeport CT) or NBT Bank Stadium to raise the profile of the athletic program.
Just thinking instead of the bolded idea, the Nickelodeon Universe Amusement Park idea might actually be an option, given that its only locations are at the American Dream Mall in NJ and the Mall of America in MN: https://nickelodeonuniverse.com/
I also say this due to the indoor waterpark options in Oswego and at Greek Peak in Cortland County, both of which are in the next county over from Onondaga County/Syracuse.

The plan would convert the 277-room hotel into a building with 287 residential units.

While the area needs the housing, it also needs hotel rooms in order to have the option to host events that the area has held in the past.
I don’t know if Downtown necessarily needs a 35 floor hotel, which would dominate the skyline and the fact the Inner Harbor area has plenty of room to build hotels. It would help connect Downtown, Franklin Square/the Inner Harbor and Destiny USA, etc. Let alone the possibility of adding more hotels near the Erie Boulevard East corridor. So, there is room just within city limits for more hotels rooms.
^Just to add, when I say that about the Inner Harbor, I would hope the plan would be to create a mixed use development in that area with some more housing and even recreational, retail and even educational(OCC/ESF had a plan a while back to put a satellite campus in the area*) aspects.
Given that ESF actually has an athletic program in this association: https://en.wikipedia.org/wiki/United...ic_Association , facilities that could be built in that area could be used by them, if that plan gets revived. That facility could also host something similar to the Hoop Group that took place in Pittsburgh recently, which would allow for revenue into the city to places like Downtown, Destiny USA, etc.
