why doesn't a city or county agency care about animals that sleep and eat among their bodily waste? (2 animals, 7x7 cage, 24 hours a day)
I asked the owner about it and was told that they have let the animals out 4 times in "3" years.
1. Animal Control has been contacted 3 times by phone and visited them 2 times. Educate on the law is their limits, they say.
2. The Humane Society said all they care about is whether there is a roof over their head, food, and water.
They do not care how deep things, get when the food is spilled on the ground.
Called them 4 times and visited them once.
3. York County Environmental Department only says they can make sure the animals have rabies shots and nothing more. Visited them 2 times.
They said it might matter to them if some human got an illness or disease from the filth.
One neighbor on another street, contacted a local rescue group.
Issues for them are:
A. there is not one animal, there are four.
B. The animal owners are tenants and their landlord has already expressed no interest in the problem.
C. Landlord does not allow inside animals.
D. City law does not restrict the number of animals.
